Hundreds pregnant Chinese women are on the waiting list to be admitted to “hotel maternity” in an affluent town of Chino Hills in California to give birth-so the children are eligible to become citizens of the United States.

But authorities are powerless to stop the widespread anchor-baby “scandal” because the 14th amendment of the constitution assures that any person born in U.S is an American citizen.
Section 1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws, the 14th amendment says.
“Anchor baby” is a pejorative term for a child born in the United States to immigrant parents, who, as an American citizen, supposedly can later facilitate immigration for relatives.[1][2][3][4] The term is generally used as a derogatory reference to the supposed role of the child, who automatically qualifies as an American citizen and can later act as a sponsor for other family members.[2][5] The term is often used in the context of the debate over illegal immigration to the United States to refer to children of illegal immigrants, but could also be used in a similar sense outside of that context to refer to the child of any immigrant “when the child’s birthplace is thought to have been chosen in order to improve the mother’s or other relatives’ chances of securing eventual citizenship”, Wikipedia

The “hotel maternity”  is owned by Hai Yong Wu, a Chinese national, who charges between $ 5,000 to 15,000 per each woman to stay at the place, which is regarded by neighbors as a “hotel and makeshift hospital”.
The website of the mansion also provides tips to pregnant women how to hide their pregnancy when confronted by customs officials.
The neighbor’s claims that the hospital is selling U.S citizenship and they were in clear violation of the constitution.  The lawmakers of the city have asked the operators of the maternity mansion to cease and desist for running a business in the residential area.

In June of 2012, the Obama administration announced that it would accept requests for Deferred Action for Childhood Arrivals (DACA), an initiative designed to temporarily suspend the deportation of young people residing unlawfully in the U.S who were brought to the United States as children, have graduated from U.S. schools and generally match the criteria established under legislative proposals like the DREAM Act.   The implementation of the program is being carefully monitored by the Immigration Policy Center.
