The Honorary Consular General of South Korea who sought “diplomatic protection” from a 911 operator and worked her way up in the military circles to fringe benefits, Jill Kelley, has been barred from entering U.S military establishments as investigations are underway to determine how she built close-relationships with top brass.

The woman described as socialite in the media exchanged an estimated 20,000 to 30,000 emails with General John Allen currently serving as commander with U.S troops in Afghanistan.
Kelly, the architect of the downfall of the country’s most decorated army officer General David Petraeus on Tuesday paraded before the media personnel in a pink dress, but later complained to the 911 dispatchers that she is being hounded by the paparazzi.
Kelly and her husband hosted parties for country’s top military officers at the waterfront residence despite them facing bankruptcy and several lawsuits from financial institutions. The waterfront home which they purchased for $ 1.5 million is to be foreclosed very soon by the Regions bank.
Kelley, born to Lebanese immigrants quickly shot into the limelight when she was hired as an unpaid social liaison officer for a military base in Tampa, Florida. From here she befriended the top men of the military for her advantages. She also persuaded Generals John Allen and David Petraeus to write support letters on behalf of her twin sister Natalie Khwaam who was involved in a bitter custody battle with her ex-husband.
The title Honorary Consular General is symbolic and has no value or officials duties. It is understood the title would have been given to her by the South Korean government for her ‘inside” connections. She threw lavish parties at her home where she feted the wives of the top generals.
General Allen who exchanged as many as 40 emails with Kelley denied any wrong-doing and he has stated it was strictly platonic relationship.
The woman despite being the central figure in the Broadwell scandal has been offered hundreds of thousands dollars by television networks for an interview.
Kelley who is broke to the bone is expected to accept an offer from CBS, it is learnt.
Regions Bank filed a foreclosure lawsuit against her and husband Scott in April 2010, claiming they failed to make a payment on the mansion.
The bank demands repayment of $1.8 million in principal and interest on the mortgage.
Their company, Kelley Land Holdings, defaulted on a $2.1 million loan from Central Bank. Credit card issuer FIA Card Services sued Jill Kelley for defaulting on more than $25,000 in credit card debt.
It is a dramatic leap into the national media glare despite her eagerness to be a player on the local Florida social scene.
One unnamed officer at the base described Kelley and her sister to the Washington Post as ‘rich Tampa socialites who like to hang out with four-generals’.
In fact, her position of honorary consul, which she has proudly displayed on her Mercedes’ license plate, is symbolic and has no official duties.
‘She does not work as a real consul,’ the anonymous official said to Foreign Policy Magazine.
He added: ‘Jill Kelley helped to get support for [the Korea-U.S. Free Trade Agreement] and she arranged meetings between the ROK Ambassador to Washington and local businessmen when the ROK Ambassador visited the Tampa area.’
Kelley invoked her honorary diplomatic status on November 11 when she called to complain about reporters on her property.
‘I’m an honorary consul general, so I have inviolability, so they should not be able to cross my property,’ she told the 911 operator.
‘I don’t know if you want to get diplomatic protection involved as well, because that’s against the law to cross my property because, you know, it’s inviolable.’
Kelley is a close friend of the Petraeus family, and photographs circulating in the media show the dark-haired woman at parties with Petraeus, his wife Holly, and Kelley’s husband, Scott, a cancer surgeon.
She also met General Allen at Central Command, and now investigators are looking at 20,000-plus pages of documents and emails between Kelley and Allen.
